My neighbors are pretty cool so I wouldn't think anything bad about it. But I would definitely ask if he lost something.

Legally they can ~~ but I sometimes have taken stuff out of the garbage cans left~~if I can use it or give it to a friend etc it is kind of sick if you think about some stuff people will take~~out of a garbage dumpster behind a fast food restaurant Once at a mall~~ I seen a gal throw away a lot of day old cookies from the Mrs Field Cookies shop and my g/f and I pigged out~! it looked ok~~but we sure got a sugar buzz even the dog ate his full~~but it is taking a chance I don't think I would do this again ~~but never say never
