if v = v(terminal)/2, and Fd proportional to v^2 (assuming reaction rather than viscuous drag), then Fnet = mg - k * v^2 for the terminal velocity: mg = k * v(terminal)^2 for 1/2 terminal velocity: mg/4 = k * v^2 where k is an arbitrary proportionality constant.
