Try different kitty litter.

Take him to the vet to rule out physical conditions that would cause this. I recommend this especially because of the butt-dragging on the carpet. I know that dogs do this when they have worms or blocked glands. It may be a similar problem with the cat. The vet would know best. It may have nothing to do with the box or the litter.
