The smell has nothing to do with the amount of THC present in the smoke. Typically, the amount of resin present in the buds is your best overall indicator, since the glands that produce the resin produce the THC. However, given that, the most "pungent" smoke is usually smoke given off by plants that produced the most resin. But do bear in mind resin production and THC potency are two different things.
