the irs tax code has long been too simple for me to read and i've laid awake at night hoping that it would get more complex. most bills have amendments to the most bizarre things. congress indeed passed legislation allowing hospitals that perform services to try hard to collect and, if they can't collect, then they can write off the whole thing as a tax deduction. if i see an emergency patient at midnight and they don't pay, if i write it off, i go to jail. this has had the untoward effect of getting hospitals to chase the poor, cut them off from health care services, and force them to foreclose and file bankruptcy. this isn't everybody, but, a good chunk of filers are forced there due to congress' previous tax code modification.
