Any rattle or teether is perfect for an infant. Things that make soft (not too loud) noises with little effort teach cause/effect. Anything with bright colors and visual interest. Anything with multiple teething textures. Babies learn about their environment through their five senses, so any toy that incorporates uses of senses. Just make sure the toy is safe. My older daughter had (believe it or not) plastic and wooden spoons and measuring cups or different sizes and colors. At that it's all about texture, color and taste. Also, plush toys are good (completely different texture) but no sewn on eyes, buttons, or anything that can be choked on. Some balls can be good, but make sure they're too large to fit in the mouth. Teething rings with things on them that clank together are good: the slight noise is stimulating, and the different colors are interesting to a baby.
