Water based?Go rent a stem rug cleaner at the local grocery store.Oil paint,I think varnish?I would worry about ruining the colour though.

A razor blade. I'd cut out that section of rug and drop in a new piece.

Do not believe the paint can be removed. I had the same problem with no luck. We just rearranged the furniture to cover the paint on the rug. Thats cheaper than replacing the whole rug.

Scissors. That was my solution after I tried eveything else.
