    Go to Alberta City-- there's a ship at the upper right side of the map. Talk to the sailor and choose "Sunken Ship". You'd be teleported to an island with green grass ^_^ There's a merchant selling fire arrows somewhere in that field of grass... sorry I forgot the coordinates @_@
