if you were in the car traveling at light speed, then turning on the headlights would look exactly as if you were turning on the headlights in any other situation. You are in the same inertial reference frame as the car, so there is no difference in velocity. However, if you were observing a car moving at the speed of light, the light from the headlights would appear to be moving at your speed as well (the car would also be infinitesimally thin in the direction it is traveling, so it'd be hard to see).
