  • Unlikely. The problem with traffic capacity is that additional capacity generally means less efficiency. In many cases, removing lanes improves the equilibrium. Also, there's no room for more capacity in most urban areas. Suburbs sometimes have room for a bit more, but usually there isn't space to turn 4 or 6 lanes into 10. Overall, more highways would be a poor investment. Ideally speaking, a highway can move about 2000-3000 people/hour at present vehicle occupancy rates. A rail track can move up to 40,000 people/hour, and I've heard that some East Asian transit agencies have managed to push the number up to 70,000.
