By international agreement, all boradcast station call signs must start with certain letters identifying their country of origin. Here's a current list: http://www.arrl.org/awards/dxcc/itucalls.html As to why most of the "W"s are to the east and the "K"s are to the west, that's just FCC policy dating from 1927.
