That depends a lot on the situation, and the way in which you write the paper. If it is done tastefully, well thought out and tactful, how could it be bad? What you might want to avoid is getting emotionally charged while writing. Proof read it many times, and have someone proof read it for you, someone who is not scared to tell you if you're off the wall. If I understand correctly, and this is a disciplinary action, then you might want to respectfully paraphrase the position of the managers or supervisors, making it clear you understand their point of view, and state your willingness to comply with their authority. Afterwards you could explain your point of view, mentioning common grounds, points of negotiation and cooperation, and explain why you disagree with a certain point, without personal attacks or accusations. You do want to keep your job, after all, and don't want to sacrifice it for the sake of pride. If your employers see you are not benefiting from punitive actions, and are unrepentant or uncooperative, or unwilling to respect their decisions, then they will have little choice but to terminate your employment. Take your time and carefully consider the consequences of each statement. Definitely have someone read it over.
