I would just send to the ones you know can come, I am sure the others would understand :)
-
Send an invitation to everyone you would truly like to be there. Those in different states can then decide whether or not to make the trip.

If this is an etiquette question, then the answer is NO. A baby shower is given by SOMEONE ELSE for you and your baby. You can't give a baby shower for yourself. The friend or co-worker who gives the shower writes the invitation list with your help. For example, if it's a co-worker, they will invite your friends at work. If it's a non-work friend, they will invite your friends. If it's a sister or family member, they will likely invite your family. This is how you get more than one shower.

I would send to everyone that I would want to attend, even the family in other states. They still would want to know about the event and may even surprise you by attending or doing a shower by mail!
-
Even if family can't attend, I'm sure they would love to recieve the invitations.
-
I'd find it insulting not to get one. No matter the distance.
-
Everyone you know no matter if they can attend or not. The ones that can't will be touched and probably send things for the little one just because you thought to include them.
