Yes. His sentence has had its full deterrent effect - no-one is going to think they have "got away" with a crime if they are released in the state he now is - and its full preventive effect - he is too sick to commit more crimes of the same sort. Keeping him in prison would be pure vengefulness.

No, he is still did a crime. He has put his finger up to our taxes all this time. Do we want to let murderers go when they are deaths door?

yes,they realse dangerous criminals all the time some have only served half there sentance,they should'nt have let him back in the country but now he's here they should be allowed to die in peace.
