The definition of harassment was not legally met, so the muni code wasn't violated.

no I was referring to the property maintenance bylaws of the municipality. Does the HOA supercede them ? If no municipal code is broken in the muni bylaws then the HOA has no right to urge you to do anything. They might sue, but you would likely win because they have to be sanctioned by the municipality to act. The muni must have passed a bylaw giving the HOA the right to set their own bylaws.
