As the Earth rotates, different parts of the the Sun shines of different parts of the Earth. If all of the world had one time zone, then the Sun would be at its highest point in the sky at noon in one place while it would be setting at that time in another place. People prefer to have the Sun over head at noon rather than setting. So, they set up different time zones. The time zones are 15° wide because there are twenty four hours in a day and, therefore, twenty-four different standard time zones. (There are some countries that don't stick to these standard time zones.) There are 360° in a circle. So, 360°/24 hours = 15°/hour.
