turn the channel from the Rosie O'Donnell show
but seriously, usually a whine indicates a vibration or malfunctioning energy transference generally caused by a part that is about to burn out
in older model tv's the whine was caused by a vibrating tube component, now a days it is more likely a resister or other small solid state component

I have the same problem. My TV has a severly loose connector where the cable line gets connected to the TV. I recommend finding a TV repair shop ASAP and getting your TV looked at. I have a RCA - 27" Model# F27318 - Entertainment Series - Color = Silver - W/ Guide Plus Gold- Built in Oct. 2001. Purchased at Wal-Mart. I love my TV but ALL RCA, GE, Phillips & Magnavox (and many other brand names) TV's/Electonic equiptment are all built by Thompson Consumer Electronics and built in a foreign country for cheap with unreliable components. The manufactuer's warranty is extra limited and if you have a chance to get an extended warranty get it!
