I don't know if that could be accurately established, as there are a lot of countries where gays are killed (eg Iran) and wouldn't even be acknowledged as existing officially. but there are some indications of numbers in countries where homosexuality is no longer a crime. I found in one article:http://www.avert.org/hsexu1.htm that in 2000 there were nearly 1.2 million gay people living with a same sex partner in America (although this may be largely underestimated). British percentages are quoted on the site, but I couldn't work out what that meant in terms of the numbers of people. have a look though and see if there is anything there that might answer your question at least partly.

the country with the highest population of course. but percentage wise of the population is a different matter and would never really be known. just because it may be illegal in some countries doesn't mean there are less gay people than countries that are open about it.
