The cats protection league here in the UK ask for a "donation" but in reality it isn't a donation as they wouldn't let me have my kitty unless I paid it! There are sometimes adverts in the paper offering them for free. I certainly wouldn't buy a kitten from the paper though unless it were a pedigree from a specialist breeder - some people will try to make money out of anything!

If you go through the SPCA you pay for the cost of Spay or Neuter. Depending where you live it averages around $100. If you go private people give them away generally unless they are purebred. This is where I live anyway. Other places I am sure have their own rules.
