The Seti Institute is nothing to do with the US Government - it is a private nonprofit research organisation. Very little of its money has been spend beaming messages out - they have done much more listening than talking. Over the years it has probably spent tens of millions (it claims 150 employees), but I would doubt it has spent hundreds of millions. One of its side-effect has been the invention, or at least practicalisation, of "cloud computing" - seti@home was the first successful truly distributed computing effort.

Look at it this way: If we make contact with alien life, they may have vastly superiour technology which they can help us use to find Osama bin Laden. It's a win-win situation!

Well, Bu$h did play catch and release with Bin Laden. But I prefer to find some form of alien intelligence. Because there is bugger all down here on earth.

That sounds like a grossly under-informed and hence misleading question. Did you know that broadcast TV was doing the same thing? Did you know that if NASA didn't go to the moon there would be no jet engines as we see today? Now jet engines drive the entire world's businesses, nearly. Things taking place, initially grossly misunderstood by assumptive folks like you, can long term have astonishing consequences, untold progress. Maybe you should stick to finding and spreading peace and joy.
