  • Same reason any piece of cloth does. The wind is not a straight force, but is variable in its speed and direction. Note the difference between a flag hung from a pole and one attached to a fast moving vehicle or boat.

  • Even if the wind were a uniform airstream with no turbulence, and the surface of the flag perfectly smooth, the flow of air (or fluids) over any surface creates turbulent air flow in and around the laminar boundary at the surface of the flag. These in turn apply differing forces across the surface of the flag, causing it to move and further disrupt the flow of air across the surface of the flag, ultimately causing the flag to flutter.
