It can be anything that's whipped... and is used as a topping.
Cool Whip is a brand name for a whipped topping.
A whipped topping could also be something that is made... like an orange flavored whipped topping.

"Whipped topping is a non-dairy product made to resemble the taste, texture, and look of whipped cream. Whipped topping normally contains some mixture of partially hydrogenated oil, sweeteners, and other ingredients.
"Cool Whip", the name of a well-known brand of whipped topping, is often used as a genericized trademark to refer to any brand of topping."

Actually I believe it is the other way around - Cool Whip is the brand name and it is whipped topping. I am very often wrong. +5
