  • Doesn't make a whole lot of sense to me. That would be like getting a cake and singing Happy Birthday to an empty chair. I suspect the point might be for "points."
  • The person who posts that gets points.We also come to know about our friends since they post comments on that. Sometimes it is nice just to see our old friends achieve something.Anyway these are just some ratings and not money!LOL
  • A congratulation party is the possibility to have some thoughts for this person and to share some experience about them. As to them being absent, you are never totally absent from Answerbag. It would be unfair not to congratulate them just because they are not there at the moment. They just are not taking part to their party and possibly won't give points to the question and answer, at least at the moment. And even if those question bring points, we are not supposed to ask them for the points, rather to show that we take care and for giving some feedback to the person. However, it would be nice if some people would point at the fact that this user has not been seen for a time and that they hope that this user has not left Answerbag forever.
