If you keep them long enough they can be. Just consider the absurd prices people pay for baseball cards, diecast toys, and whatnot these days; I'm glad I kept a lot of my old toys but I cringe to think of some of the items that got thrown away simply because I had nowhere to put all the junk.
However, the issue is they have only potential value, not real value. Their value is derived entirely from there being a collector's market for them as they have no intrinsic value. There will almost always be some collector's market (especially now with the internet making your scope worldwide instead of just local or regional) but this tends to do well or poorly along with the real economy. Right now would be a bad time to try to peddle off, say, beanie babies, but things like unusual older toys (think '50s and earlier) are still doing well simply because they are less available and there is a perceived greater value.
I'd say they are worth hanging onto if you've the space but I wouldn't treat them as my nest egg for retirement or something.

My sister has collected them over the years, and she thinks she will be able to sell them and put her grandkids through college, in about 10 years. I think she is sorely mistaken.

She'll probably get some decent money but I think you are correct, she is going to find they have gained value but nothing quite that radical.
