What is CSS as it pertains to creating a website? I am familiar with html, but dont know what CSS is.

CSS provides you a fairly easy method of adding and modifying styles (fonts, layout, etc) without having to add/modify the styles on each HTML element. You can get a good overview of what CSS does and how to make use of it on www.w3schools.com. That web site is really a great resource for web designers, especially to people that are relatively new to it.
