For the sake of your daughter you need to learn what the laws are regarding visitation, and you need to stick to them. Visitation is NOT TIED TO PAYING SUPPORT. You can't deny her father visitation even though he is not paying. Find your original custody order, it will say exactly WHO is allowed to pick up your daughter and WHO is not. Your niece is probably not on that list. His family probably does not have set visitation rights, but if it says they do you must honor it or risk going to jail. Go see a lawyer, there are free legal aid ones if necessary. You need to get someone on the dad's case to pay the child support, and you need to get this family situation cleared up. This is more complex than we can handle here.

As said above, child support and visitation are separate issues, but you don't mention if you even have an order in place. But, all single fathers need to know they have no legals rights to their children without a court order. Only Arizona has that law.
