Terrorism is warfare deliberately waged against civilians with the purpose of destroying their will to support either leaders or policies that the agents of such violence find objectionable. This definition encompasses terrorist individuals, groups of individuals, and terrorist states. It is important to note that in all of human history terrorists have never met their political goals. On the contrary, they have only brought increased hostile action upon themselves. Killing civilians and destroying their property will never get an individual, a movement, army, or state, the popular support required to meet longterm political objectives.
