It's infighting and he knows that he needs to keep all of this stuff under the radar He knows that Democrat against Democrat will attract the attention of the American people. The people are learning about the size of cap and trade and the fact that the majority of the House of Representatives that voted for the bill didn't even read it before they voted yes on it and it possible repercussions. They are asking some hard questions about it. When the people learn the possible repercussions of the health care bill they'll start asking more hard questions.
