It's illegal, (but you're only in trouble if you get caught right). It would be considered public lewdness, even though your in a car, (if you are charged with lewdness, you would most likely be arrested and face a large fine and lengthy probation.) But if you're lucky you'll get a lesser charge like disorderly conduct or public indecency. I imagine reckless driving would be another charge...
