It can look ok on some women, but I'm not a huge fan. It kind of makes them look underage, which is gross

I wear pig tails all the time. I wear them cuz it's cooler when I work and I get sick of just a ponytail. The guys I wait in the bar seem to like it a lot.

it all depends on the girl. if shes "loli" to start with then it can be very attractive, though if she doesnt have the build or face for it, then it simply looks odd.
