Not if you have legal rights to copy the software.

Chances are you need the permission from the developer or owner of the rights of the software in order to "distribute" it. If you are asking here, I'm guessing you don't have that permission. There are really Stiff penalties for that too.

That entirely depends on the software licence.

What sort of license is it under? Many of your GPL licenses allow redistribution whereas most proprietary licenses do not.
