If the rest of the biscuit is soft it may just be sitting on the hot pan too long. Try removing them to a plate or bowl soon after taking them out of the oven.

Try cooking them on a metal pan & taking them up immediately. (I know, you expected something else!)

How long do you cook them for? What temperature? I bake mine at 425-450 for 12-15 minutes and they come out terrific. I use either a regular sheet pan or the air cushion ones, which I love for a light toasty bottom. I also make sure the oven is well preheated for at least 15 minutes.
