Yes. Regulations for animals are there just for these reasons. It also annoys me having 'continually' barking dogs within the confines of the city. It's my civil right not to have to listen to such racket!

The regulations regarding transporting animals on planes are usually for the animal's sake, you don't want them stuffed in that cargo bin when its 100+ or -30 outside as it can be fatal for them. As for the banning from public places, I've no problem with the animals being there if they are on a leash and you pick up the excrement your animal leaves. I'm going to have to slap the next twerp that tells me 'oh, my dog's voice trained'. No, your dog is not voice trained, you had to call her six or seven times. Once or twice is voice trained.
