You’re right, pine seedlings are near impossible to dig up and transplant. They have long, brittle tap roots and when that root is even slightly damaged, it is very unlikely the seedling will survive the transplant process. However, pine seeds are easy to grow. Why not try collecting the seeds, planting them in pots and transplanting them when they are well established?

Dig up all the dirt around them you can....put it in a BIG black plastic baggy...and take it to where you are transplanting it. Buy some root stimulator, like you would with flowers...and some plant food, to get it established...it should work, and water...but not too much.
