It's possible, but not necessarily likely due to recessive genes. It would have to depend on twins's parents and if they were identical as well. A recessive gene can skip a generation and show up in the off-spring of a couple that has neither trait apparent.

No more than two brothers who aren't twins will look the same. Having the same parents, genetically, doesn't mean they'll be identical. However, genetically speaking, they'll be brothers/sisters to each other in addition to being cousins.
