What do you mean by "private IP address?" If the computer is located on a closed network with no internet connection, you cannot ping it because there is no way a connection from your computer can reach it. If you are pinging a computer on your local network, however, you need to determine it's internal IP address. To find that, just go to your router settings and see what computer it is on, or check where it's plugged in in the router. Once you determine it's IP, go start -> run -> type 'cmd' -> ping IP address

go to start, run. at the run line type cmd then enter. a black box opens up. in te box type ping and the IP address ex: ping 10.10.0.123 but to answer your question, you can ping a private IP address, but you will not reach it.
