Yep. The basic difference (I'm oversimplifying) between manslaughter and murder is intent. In Murder, someone took action to end a life (pre-meditated or not). In most vehicular manslaughter cases, it was an accident and there is no MAL-intent. However, if you acted in conscious disregard or recklessly, you could also be charged with Murder
