First, I assume you are talking about something that the woman could knowingly take to increase their libido and not something that you could slip them. If you give a woman (or a man) ANY drug without their knowledge in order to have sex with them it is STILL considered rape. You might also be charged with poisoning. That being said, there are many substances that can increase libido or serve to reduce a person's inhibitions. Almost all drugs do this to some degree- alcohol, marijuana, cocaine, ecstasy, just to name a few. The problem is that most of them also have addictive properties and potentially harmful side effects that outweigh their benefits as an aphrodisiac. Almost all of these drugs are controlled substances for a reason... and there aren't any that I can think of that could safely be used as an aphrodisiac without causing more severe problems than low sex drive. In fact, using them for such purposes can actually lead to decreasing their sex drive even more due to the damage they cause to receptor cells that control neurotransmitters in the brain. Since you asked this question in the illicit drugs category I am only referring to such drugs.
