Malta is a tiny country, that is a high voter turn out in my opinion but that is just me.

It has to do with the direct connection between votes and government. Unlike the US in which the winner still has many channels to go through, meaning that the votes may seem to mean less. It is impressive that the turn-out is so high in a free voting nation.
