Does North Korea allow for food vendors to serve people as food if they have a license to serve human as a food item?

No it is not true, but the UN has kept a watchful eye on North Korea for many years with regards to a great many instances of cannibalism (dead bodies stolen from the ground shortly after burial) by the starving in prisons and refugee camps.

How about asking someone who actually has been there and eaten that? This sounds like a bunch of propagandiazed bullshit. I'm sure there are a few places in the USA that have some body parts in there.
