If a new pitcher takes the mound between innings and does not throw a pitch can the previous pitcher take the mound and continue throwing?

As soon as the manager has indicated a change to the plate umpire then the change is official. That pitcher MUST pitch to at least one battter (complete at bat, unless injury). Of course if previous pitcher remains in the game at another position, then that pitcher can return to the mound to pitch.
