It has been that way for a long time, but they increased the restriction on down-rates. Jus recently, they changed the restrictions on the number of down ratings a user can give to any other user. They made it so that trolls would have a very limited down-rating spree (at least for each account). That way, they couldn't just run amok and down-rate all of a user's answers in one sitting.
