No, because his performance as mayor was not enhanced by the steroid. (Though I guess you could say he spent less time scratching and more time mayoring, I still say it wasn't a performance-enhancing use.)

No, because it was not used for an "improper purpose," and was probably prescribed by a licensed physician, which is perfectly OK.
