  • this is a hard question to answer. the US state department actually set what race is from a particular region. hence a person from Egypt is actually considered white by the US state department (and if you have ever been there, you would laugh, most are very dark skinned) so it is the same issue with Hispanics. The US has tried since the 1950's to establish Puerto Rico and Cuba as primarily white Hispanic nations. fact is that both are a mix of Native American, and African races with some white from the colonial days. both were established as Slave colonies, and the indigenous races were assimilated or wiped out. the question of race is really a matter of opinion from the individual person, and can't be cookie cut as a specific race, the whole issue boils down to minority rights and scholarships, so if the lump them into whites, they can't receive minority scholarships. it is all political.
