I went to the one in my area and I told them I wanted to file for one against my neighbor.
Get a court date and tell the judge why you need one. You'll get a temporary order which you must have served on him. The Marshall's office can do that for you. later, you'll need to show why you need a permanent order. That'll give you more time. A few years at least.

I think you have to have them arrested first, and then the police men will help you.
