Why does the Constitution authorize Congress "To raise and support Armies" (plural) but "To provide and maintain a Navy" (singular)?

Because at the time of the writing an army was a land force while a navy was an collection of vessels.

The Army could potentially occupy the nation, but the Navy could not. Being more dangerous to the people, an Army can be authorized and funded only for two years, so every two years the Army is supposed to be disbanded and start over -- but the Navy is not subject to this restriction. ????????????????????????

armies can occupy different countries, a navy is pretty much stuck in the water

Because the term "army" in the military sense refers to two or more "corps". and a corp is made up of 2 or more divisions. that is why there is a Marine "Corp". they only have 3 divisions. the US used to divide into Armies. they had the 5th Army, and the 8th Army. Now they use Commands, so you have European Command, Southern Command, and so forth and so on
