Would the money and effort spent on preventing narcotic use be better spent trying to develop a way of chemically/genetically altering the drugs to take away the addictive properties but leave those that induce the high?

No. The high is a problem not just the addiction.

Better for who? Society, no. The drug user, of course.

The high will make people crave the drug. The money wasted on prevention should be invested in treatment.
