Dylan is a storyteller, and if you actually listen to the story, the entire song is condemning the treatment of the Hurricane. The phrase you mention is him quoting what some people said in order to *horrify* the listener at the Hurricane's treatment. Context is everything.

Free speach, but also that most people recognized it was part of social commentary which he was known for, reguardless today a commotion would be about the word and not the message.

Most people understand the real meaning and intent behind words through context, and the context in this case is not something that everyone gets worked up about. Of course, this would be the opposite of KKKramer.

Dylan helped get Rubin "Hurricane" Carter out of prison. Proceeds from the song and album went to Carter's defense fund-and I bet Carter's familiar with the word.

...Just cuz the word is said, doesnt always mean it is derogatory...only in the WAY it is said. If it is stating a story line, or something from the past...or just defining a situation, or matter...expecially in lyrics, from something done in the 70's.....its possible. It just depends.
