Our toshiba 35" television has a red picture when it is first turned on, after about 10 minutes the red disappears and the picture is fine. What is causing this problem, and is it worth fixing? This tv is about 11 years old.

That usually means that the picture tube is going bad. It will begin to take longer and longer before this red screen disappears, then eventually it never will. If it's 11 years old I'd get a new one anyway.
