Entirely. In fact, I think it's a little generous. See, I tend to take more than three minutes to post a question as I like put post one that is well thought out and then spend a couple of minutes editing it. Then I post it ONCE. I don't copy the same question into multiple different areas hoping to get a nibble quicker, and when I see someone else do that, I go into their profile and flag all but one of them. The ONLY reason to EVER post that many questions that quickly is if you are a spammer.

Yes! I cant stand people who point farm with stupid questions. I can think of 5 users off the bat that ive had on my friends list, but removed because they asked a million bloody useless questions. I hate it when its so obvious they're point farming. They ask a conversational question, one after the other and never reply to ANY of the answers.

I didn't know it existed. However, I do think it is fair. People expect a little bit of interaction on questions (even if it is no more than an uprate or a quick thanks). It's hard to interact and keep track if you ask a dozen questions in 10 min. I've run into a few that never interact, but there would probably be more without the limit.

Yes, I do. There are people on AB who would COMPLETELY dominate the latest question list and, should you choose to have them on your Friends List, that as well. Which means you wouldn't see any questions by other people while they're posting scores of their own. And there are a few who simply insist on posting completely inane questions, one after the other, sometimes for the sole purpose of attaining the "Most Inquisitive" title, sometimes just to fish for points. I completely agree with Pixie and jerv on this.

I suppose it is. I have never asked one question here. Every time I think I have a good one I search it and find it's been asked before. I just gave up. I'm amazed people can still think of something to ask.
